Forms of Corruption in the Maritime Sector:

  • Facilitation Payments: Payments made to customs officers or other officials to allow illegal goods through or turn a blind eye to procedural requirements.
  • Under-invoicing: Declaring goods at a lower value than the actual sale price to evade taxes or customs duties.
  • Money Laundering and Illicit Financial Flows: Corrupt funds are laundered through complex financial systems, often involving offshore accounts and shell companies.¹ ²

Consequences of Corruption:

  • Overfishing and Resource Scarcity: Corruption in the fishing industry can lead to overfishing, depletion of fish stocks, and loss of biodiversity.
  • Economic Losses: Corruption can result in significant economic losses, damage to infrastructure, and costs associated with cleaning up pollution.

Addressing Corruption:

  • Implementing Transparency and Accountability: Strengthening maritime governance structures, improving financial disclosure systems, and promoting transparency in procurement processes.
  • Anti-Corruption Training: Providing training for government officials on maritime governance, anti-corruption, and anti-bribery.
  • Digitization: Leveraging technology to reduce opportunities for fraud and improve governance efficiency.
